Champlain Area Port of Entry Carriers:
This letter is to clarify a present issue with many Champlain area Carrier manifest presentations and to serve as proper notice of the associated CBP
action for non-compliance. You are all aware that ACE has been deployed at Champlain since the end of June of this year, and all formal cargo presentations are currently being processed in ACE. Since ACE has been
deployed certain modifications in the manner in which Carriers present entries on a manifest have become necessary in order to avoid delays in the proper processing of shipments. The most pressing issue at this time
is the inappropriate use of PAPS barcodes for shipments not requiring formal entry. Carriers are entitled to use PAPS numbers as an internal control, but when you post a Section 321 or other informal entry type with
a PAPS barcode on a manifest it creates major issues in ACE when the CBP Officer attempts to wand and process the entry. Champlain Information Notice 06-FO-24 published on July 14, 2006, specifically addressed this
concern:
“Please refrain from placing a PAPS label on the manifest for any Section 321 or informal shipment, unless conspicuously noted on or around that
label. These labels are not required for these presentations and present a problem if entered into the ACE system.”
Since we have seen no change in many presentations since this posting, with regard to this issue, it was determined that effective August 20, 2006 that
any manifest presentations that include a PAPS barcode for a Section 321 or other informal entry CBP will require you to make formal entry through a broker on that shipment. Unless you can conspicuously note the
barcode or print the number without an associated barcode this action will be required prior to any release associated with that manifest. Please understand that this measure was only considered due to the extreme
workload placed on CBP when trying to rectify these entries after they are scanned into the ACE system.
